Inland Empire Service Area Pages: Which Cities Get One

Inland Empire service area pages are the city pages a business publishes for the places it works. The Census Bureau's Vintage 2025 estimates list 52 incorporated cities and towns in Riverside and San Bernardino counties, so every business here has to decide which cities get a page. This post covers how to make that choice using population figures, the freeway corridors and your own job records.

The 52 cities and towns you are choosing from

Vintage 2025 counts 28 incorporated cities in Riverside County and 24 cities and towns in San Bernardino County, including the towns of Apple Valley and Yucca Valley. Fourteen of them had more than 100,000 residents on July 1, 2025:

  • Riverside County: Riverside (323,057), Moreno Valley (214,263), Corona (161,734), Menifee (118,592), Temecula (114,865), Murrieta (114,124) and Jurupa Valley (107,311).
  • San Bernardino County: San Bernardino (222,044), Fontana (221,223), Ontario (187,013), Rancho Cucamonga (177,856), Victorville (141,395), Rialto (106,554) and Hesperia (102,605).

Size alone does not settle the list. In the same Vintage 2025 estimates, Indio (94,269) and Hemet (93,649) sit just under that line, and a small city such as Loma Linda (25,221) or Norco (25,081) can matter more to a business that works there every week.

Unincorporated areas

Vintage 2025 also counts 432,540 Riverside County residents and 299,167 San Bernardino County residents living outside any incorporated city. Communities such as Mead Valley and Home Gardens in Riverside County, or Bloomington and Muscoy in San Bernardino County, are unincorporated, so they have no entry in the Census city estimates. If you work in them, name them on the page for the nearest city you serve, for example Mead Valley on a Perris page or Bloomington on a Rialto page.

Start from your job records

Pull a year of job addresses and group them by city. Put the cities in order by job count, then mark where each one sits on the corridor map below. The top of that list is where pages go first. It is also the list our local SEO work starts from: your service area and priority cities, in order, so Map Pack and keyword targets can be mapped to them.

Group the cities by corridor

  • West End: Ontario, Rancho Cucamonga, Upland, Montclair, Chino and Chino Hills, with Fontana next along I-10 and SR-210.
  • Riverside and Corona area: Riverside, Corona, Norco, Jurupa Valley and Eastvale.
  • San Bernardino Valley: San Bernardino, Rialto, Colton, Highland, Loma Linda, Redlands and Yucaipa.
  • I-215 and I-15 south: Moreno Valley, Perris, Menifee, Lake Elsinore, Wildomar, Murrieta and Temecula.
  • San Jacinto Valley, the Pass and the Coachella Valley: Hemet, San Jacinto, Calimesa, Beaumont, Banning, and the nine Coachella Valley cities from Palm Springs to Indio and Coachella.
  • High Desert and the Morongo Basin: Victorville, Hesperia, Apple Valley, Adelanto, Barstow, Yucca Valley and Twentynine Palms.

Mark the groups your job list touches. The Cajon Pass and the San Gorgonio Pass separate the valley cities from the High Desert and the Coachella Valley, so treat any city past either pass as its own decision.

What Inland Empire service area pages need

A page earns its place when it carries facts that apply only to that city:

  • Neighborhoods and communities you work in. A Riverside page can name the Wood Streets, La Sierra, Canyon Crest or Orangecrest. A Rialto page can mention nearby Bloomington.
  • Freeway access. A Corona page covers SR-91 and I-15, a Redlands page covers I-10 and SR-210, and a Hesperia page covers I-15 north of the Cajon Pass.
  • Jobs done there, with photos. Real jobs in that city, shown with photos from those jobs.
  • Services offered there. The services you run in that city, linked to their service pages. The Fast Hook Towing case study maps each of six services against its city pages, so a search for a service in a city lands on the right page.
  • Landmarks the reader knows. Ontario International Airport on an Ontario page, Loma Linda University Medical Center on a Loma Linda page, Old Town on a Temecula page.

Two pages that differ only in the city name give a reader nothing new, so write each one from what you know about that city.

Cities across the county lines

Some cities on your list may sit across a county line:

  • Pomona is in Los Angeles County, just west of Montclair and Chino, and it is one of the 11 city pages the Fast Hook Towing case study names.
  • Corona sits on SR-91, the route into Orange County. Our Orange County local SEO page covers that side.
  • I-15 runs south from Temecula into San Diego County. Our San Diego local SEO page covers that side.

The rule stays the same across the line: a city gets a page when you work there.

How many pages, and in what order

Build the first set from the cities at the top of your job list, then add one page at a time as work in the next city grows. The Fast Hook Towing case study lists 11 city pages, from Pomona and Chino in the west to Redlands and Moreno Valley in the east. Each page added later should meet the same standard as the first: its own neighborhoods, freeway access, jobs and services. Our extra service area page adds one more page targeting its own searches whenever a new city earns one.
