Local SEO in Baltimore, Towson and Columbia

Baltimore is the largest city in Maryland, with 569,997 residents in the Census Bureau's Vintage 2025 estimates, yet that is about a fifth of its metro area. This page sets out how the city, the six counties in its metro area and their unincorporated communities shape a Local SEO plan, what each plan includes, and two case studies from California.

Baltimore city and six counties

The Census Bureau's Vintage 2025 estimates put the Baltimore-Columbia-Towson metro area at 2,857,781 residents on July 1, 2025, the 22nd largest of the 387 metropolitan statistical areas in that release. It is made up of Baltimore city and six counties, with these Vintage 2025 totals: Baltimore County 847,650, Anne Arundel 603,380, Howard 339,183, Harford 266,446, Carroll 176,677 and Queen Anne's 54,448.

Baltimore city is an independent city, and the Census Bureau's Vintage 2025 estimates list it as its own county-equivalent, separate from Baltimore County. The county wraps around it on the north, east and west, and Anne Arundel County borders it to the south. A plumber in Hampden and one in Towson work in different jurisdictions, and each one's priority list should start on its own side of the line.

Where Greater Baltimore has no city limits

Neither Baltimore County nor Howard County has a single incorporated city or town in the Census Bureau's Vintage 2025 estimates; they are the only two Maryland counties without one. Anne Arundel County has two incorporated places, Annapolis and Highland Beach, and the Vintage 2025 estimates place 562,642 of its residents outside both. Across the metro, the same Vintage 2025 estimates put 2,141,139 people, about three in four, outside any incorporated city or town.

Two of the three names in the metro's official title, Columbia and Towson, have no incorporated place row in the Census Bureau's Vintage 2025 estimates: they are communities with no municipal government. Towson is the Baltimore County seat, and Ellicott City is the Howard County seat.

For Local SEO, that means your priority list should use community names. Dundalk, Essex, Parkville, Owings Mills, Pikesville and Catonsville in Baltimore County, Columbia, Ellicott City and Elkridge in Howard County, and Glen Burnie, Severna Park and Odenton in Anne Arundel County have no city limits, yet each is a distinct place you can name on the list we use for the audit. The Beltway, the harbor and the corridors

I-695, the Baltimore Beltway, runs around the city through Baltimore County and northern Anne Arundel County. I-83 runs north from downtown toward Timonium and Hunt Valley, I-795 reaches Owings Mills and Reisterstown, I-70 heads west past Ellicott City, US 29 runs through Columbia, and I-95 crosses the metro from Howard County through the city and Baltimore County to Harford County.

The harbor splits the south side: Dundalk and Essex sit east of it in Baltimore County, and Glen Burnie and Pasadena sit south of it in Anne Arundel County, so each belongs on the list under its own name. Map Pack targets are set for each community on your list.

Greater Baltimore businesses in the 2023 counts

The Census Bureau's 2023 County Business Patterns put the number of employer establishments across Baltimore city and the six metro counties at 68,827, leaving out businesses with no paid employees. In the 2023 County Business Patterns, Baltimore County had 20,340, more than Baltimore city's 12,383, and Howard County had 10,050. By the 2023 County Business Patterns totals, 56,444 of the metro's establishments, a little over four in five, were outside Baltimore city.

Two trades show the same spread: in the 2023 County Business Patterns, Baltimore County held 398 of the metro's 943 insurance agencies and brokerages and 467 of its 1,791 full-service restaurants, more than the city in both. A priority list that names only city neighborhoods leaves out the counties that hold most of those establishments.

What Local SEO includes for a Greater Baltimore business
